August 3rd 2004 Special School Board Meeting Minutes

TROY AREA SCHOOL DISTRICT

TROY, PENNSYLVANIA

August 3, 2004

A special meeting of the Troy Area School District Board of Education was called to order at 7:24 p.m. in the library of the Troy Middle School by President Morgan. The following members were in attendance:

Mr. Balmer Mrs. McKerrow

Mrs. Fox Mr. Morgan

Mrs. May Mr. Olsyn

Also in attendance were: Mr. Grantier, Superintendent; Mrs. Decker, Business Administrator and Solicitor Williams.

PRESENTATION: LES BEAR ARTHURS LESTRANGE

A presentation to the board was made by Mr. Les Bear, Managing Director of Public Finance, Arthurs Lestrange & Company, Inc., regarding new requirements under Act 72 legislation regarding incurring debt. Mr. Bear advised the directors on several scenarios for the district to finance the Senior High School renovation and/or expansion project. One option is to enact a Resolution for the Intent to Incur Debt. The directors granted permission to the Superintendent to proceed with the resolution for consideration at another board meeting later this month.
