    Clearances for School Employment

    In 2015 new clearance requirements went into effect requiring clearances be updated every 60 months.  Additionally, a break in service from employment would require updated clearances (for example, a substitute that is no longer able to sub then wants back on the sub list constitutes a break in service from employment). 

    When obtaining clearances for employment with the Troy Area School District the purpose is “School Employment.”  Frequently asked questions regarding the required clearances for school employment and the forms may be found through the pa department of Education website.

     

    ACT 168

    Act 168 of 2014 requires completion of the Act 168 Commonwealth of PA Sexual Misconduct/Abuse Disclosure Release.  Please Click Here to download the form and submit with application.  Please review the instructions included with the form, as you may need to complete multiple forms.  Your Form(s) should be returned to the Troy Area School District with your application materials.

     

    Act 24 of 2011

    Act 24 contains a number of changes to Section 111 of the School Code.  School employees will be required to report to the School Administrator within seventy-two (72) hours any arrest or conviction of an offence listed in Section 111 € that occurs after September 28, 2011. Clink this link to obtain the PDE 6004 form for arrest and convictions.

     

    Act 34 PA State Police Criminal Record Clearance

    Act 34 clearances may be submitted using the paper form or completed on-line using the PATCH system.  https://epatch.state.pa.us/  The paper form and electronic form can be found on the ePatch System (submit a new record).

     

    Act 151 PA Department of Human Resources Child Abuse History Clearance

    Act 151 clearances are processed through the PA Department of Human Services.  This clearance be submitted on-line for by paper form.  To apply for this clearance on-line you must create an account (or log-in if you have one) on the following websitehttps://www.compass.state.pa.us/CWIS/Public/Home (create individual account).

     

    Act 114 PA Department of Education Fingerprinting

    Pre-registration for Digital Fingerprinting is required.  Registrants then select PA Dept of Education and use service code 1KG6XN for the Troy Area School District.

     

    To register and find a fingerprinting site, visit https://www.identogo.com/locations/pennsylvania.  The available site map will continue to be updated. For FAQs or additional information on fingerprinting services, locations or scheduling and appointment.

    You must register with IdentoGO and be fingerprinted at a site identified on their website.  After your results are available, you will receive an email from IdentoGO to pull the unofficial copy.  Please note – you have one opportunity to save/print this document.  A school entity will verify your results based upon the receipt you provide.  For more information, regarding clearances and frequently asked questions visit the PDE website by clicking the link below.

     

     

    PDE Background Check Information

     

    BACKGROUND CLEARANCES – GENERAL INFORMATION

    PA School Law requires that all applicants for employment in public and private schools, as well as employees of independent contractors seeking business with public and private schools, undergo background checks if they will have direct contact with students.  The following three background checks are required:

    • PA Child Abuse History Clearance
    • PA State Police Request for Criminal Records Check
    • Federal Criminal History Background Check

    Clearances that have been obtained in PA within the past 60 months may be acceptable contact the Human Resources Office for further details.

    Clearances obtained for employment purposes are acceptable for volunteer purposes.  Clearances obtained for volunteer purposes are not acceptable for employment purposes. 

    Employees are required to report changes in clearances status with in 72 hours of the applicable event.

    Clearances must be renewed every 60 months.

     

    PENNSYLVANIA CHILD ABUSE HISTORY CLEARANCE INSTRUCTIONS

    Cost:  $8.00

    Electronic Submission – On-line https://www.compass.state.pa.us/CWIS

    Creating an account and submitting your clearance application online will give you immediate access to your results or the status of your results if your results cannot be processed immediately.  Follow the instructions on the website.  Payment is made by credit card.  The clearance report can be printed.

    Paper Submission

    Paper submissions of the PA Child Abuse History Clearance application are accepted for anyone who may not have access to the internet.  The paperwork application is available in the Human Resources office. Submit the paper application and payment to:

    PENNSYLVANIA STATE POLICE CRIMINAL RECORD CHECK INSTRUCTIONS

    Cost:  $22.00

    Electronic Submission – Applicants can apply via the PA Access to the Criminal History (PATCH) website:  https://epatch.state.pa.us/Home.jsp.  Follow the instructions on the website.  Payment is made by credit card.  Please write down the Control Number and the Request Date – this information will be required in order to inquire on the status of a record check.  The clearance report can be printed.

    Paper Submission

    To apply by mail, appliants can obtin the Form SP4-164 from the Human Resources Office or a PA State Police Barrack.  Submit the paper application and payment to:

    FEDERAL CRIMINAL HISTOR BACKGROUND CHECK INSTRUCTIONS – Fingerprints

    COST: $22.60 (payable by major credit cards, money orders, or cashier’s check s payable to MorphoTrust.  No cash transactions or personal checks are allowed. 

    This Commonwealth of PA has contracted with IDEMIA to process the FBI criminal history checks.  As explained below, this is a three-step process:  registration, fingerprinting and reporting.

    Registration

    The first step is to enroll online or over the phone.  The registration website is available online 24 hours/day, seven days per week at  https://uenroll.identogo.com/.  Telephonic registration is available at 1-844-321-2101 Monday through Friday, 8 AM to 6 PM EST.  During the pre-enrollment process, all demographic data for the applicant is collected (name, address, etc.) along with notice about identification requirements and other important information. 

    When registering on-line, an applicant must use 1KG6XN as the appropriate agency specific Service Code.  Using the correct service code ensures that the background check is submitted for the correct purpose.  Fingerprint requests processed through any other service code cannot be accepted by the District and are not transferrable.  If an applicant enters the wrong code by mistake, the incorrect applicant type will appear at the top of the screen.  In this case, the applicant should select the “Back to Home” button and begin the process again, by reentering the correct Service Code.  If the applicant proceeds with the process under the incorrect code, the pre-enrollment and/or results cannot be transferred to another state agency and the applicant will have to start the process over and pay for the background check again.

    Fingerprinting

    After fingerprinting, the applicant proceeds to the fingerprint site of their choice for fingerprinting.  The location of the fingerprint sites and days and hours of operation for each site are posted on IDEMIA’s website at https://uenroll.identogo.com.  The location of fingerprint sites may change over time; applicants are encourage to confirm the site location nearest to their location.

    At the fingerprint site, applicants are required to produce a qualified State or Federal photo ID before the fingerprint process is started.  A list of approved ID types may be found on the IDEMIA website at https://uenroll.identogo.com.  Applicants will not be processed if they cannot produce an acceptable photo ID.  After the identity of the applicant has been established, all ten fingers are scanned to complete the process.

    Applications present their UEID to the Human Resources Office (as shown on the receipt provided after fingerprint capture).  If an applicant has lost their receipt or needs to confirm their UEID, the applicant may visit the UEP website (https://uenroll.identogo.com/) and check the status of their file by providing alternate personal information.  Applicants will enter their personal information after clicking in the lower portion of that screen to obtain their receipt with the UEID.

    Applicants will receive an unofficial copy of their report.  However, the District is required to review the official CHRI online and print a file copy of the CHRI.

     

    MANDATORY CHILD ABUSE TRAINING

    Employees are required to complete a minimum of three hours of training every five years starting with an official effective date of PA Act 126, which was January 2, 2013.
